NPC shipyards have been refurbished to spawn battlegroups to invade and conquer more territory you can only put so much industrial power in any given sector (so you have to claim/conquer more) you generally can't buy ships and instead have to build most of them in one or multiple sector bases (sanctuaries) OCV waves are coming directly at you roughly every day and they are slowly getting stronger until you beat them in the storyline
